In October of 2005, Frank retired after serving in law enforcement at the local, county and state level for 29 years. Over 23 of those years were as an officer for the Bureau of Liquor Enforcement, where he served until the unit was abolished in June of 2003 by Governor Baldacci.
Frank is a certified instructor with the Maine Criminal Justice Academy, instructing Maine Liquor laws, forgery and multi-jurisdictional enforcement. Along with developing and instructing programs for law enforcement, he also has done programming for community coalitions, universities/colleges and for licensees statewide.
Most of his training is directed toward underage and high risk drinking, addressing the problems that surround those issues. The training focus has been to help communities, institutions of higher education and the liquor industry understand the laws, develop meaningful policies and assist those organizations in reducing or avoiding the legal, civil and tragic ramifications of unlawful or abusive drinking.
It is Frank’s earnest belief that through proper training and good policies, many of the violations that liquor licensees currently find themselves involved with can be avoided. It was with that ambition in mind that he developed the “Seller Server Training” program and the “So You Want to Be a Bouncer” seminar to provide affordable State of Maine approved training to licensees throughout the state.
